Eros Bilyeu is a professional geologist and certified hydrogeologist in California specialized in performing and conducting hydrogeological investigations and water resources studies in California, New Mexico, Texas, Oklahoma, Alabama, Mississippi, Georgia, and Puerto Rico. He is also a Qualified Storm Water Pollution Prevention Plan Developer and Practioner, and a Certified Groundwater Professional (CGWP) through the National Groundwater Association.

Mr. Bilyeu started his career in the Southeastern United States in Alabama mapping United States Geological Survey (USGS) quadrangles for the federal STATEMAP/FEDMAP/EDMAP programs, and then CH2M Hill working in the federal and municipal sectors primarily for NASA, Navy, Air Force, and the EPA Response Action Contracts (RAC) for regions four, six, and nine working on various EPA National Priorities List (NPL) and superfund sites.

Mr. Bilyeu is experienced working in high priority groundwater basins implementing critical components of the California Sustainable Groundwater Management Act (SGMA) and the Groundwater Sustainability Plans (GSP). He is experienced in evaluating and designing Aquifer Storage and Recovery (ASR) wells, evaluating and designing Managed Aquifer Recharge (MAR) sites and programs, designing and installing potable water supply wells or assisting with rehabilitation, designing conceptual models and numerical groundwater flow models, well and aquifer testing, groundwater budget analysis, basin safe yield assessments, and speaking and presenting to agencies and basin stakeholders. 


Mr. Bilyeu has been performing groundwater work related to SGMA since 2015 after it was implemented in 2014. He developed one of the first hydrogeological models for a GSP in California. He has been integral in the design, construction, and testing of potable supply wells for member agencies of Metropolitan Water District of Southern California (MWD) such as Eastern Municipal Water District Water District within the San Jacinto Basin in Riverside County, California, and completing Aquifer Storage and Recovery (ASR) evaluations for well fields and developing hydrostratigraphic conceptual and numerical models for Calleguas Municipal Water District and their GSP. He previously managed stakeholder engagements with Fox Canyon Groundwater Management Agency (FCGMA), United Water Conservation District and others, and assisted with updating the groundwater model for use of ASR within the Fox Canyon and Grimes Canyon aquifers in Ventura County, California.

Mr. Bilyeu previously worked with international groundwater resources expert Dr. John Cherry from the University of Guelph and Waterloo, and Southern California groundwater resources experts while at CH2M Hill developing expertise within the local basins in Ventura County and further developing and implementing methods of characterizing diffused fractured bedrock networks within turbidite units at Santa Susana Field Laboratory near Chatsworth, California. Mr. Bilyeu also specialized in characterizing karst bedrock networks in the southeastern United States supporting hydrogeological characterization at NASA Marshall Space Flight Center in Huntsville, Alabama.

Mr. Bilyeu is experienced working in rural communities, specifically in California, Texas, and New Mexico with water supply investigations and developing hydrogeological conceptual models to help bolster the water supply and future water supply.

Mr. Bilyeu is experienced with designing computer systems, software, database administration (BEDMS, SQL, Access), latest borehole tools and loggers, and using languages with geospatial software and modeling applications within large groundwater basins, federal and state environmental and contamination fate and transport site investigations, water supply investigations.

Mr. Bilyeu also has experience with oil/gas exploration/mapping of highly deformed, regional shallow dip reservoirs in the Gulf Coast basins, and mineral/resource/land evaluations.
